PA-1 receives 403 when trying to provision from SRAPS

I have tried to set up a PA-1 device through SRAPS and the device only receives an error 403 when trying to retrieve its provisioning file. I updated to the latest firmware in case it was an issue with the shipping firmware, and this made no difference. It looks like it is trying to download from http://secure-provisioning.snom.com/_RDS/snomPA1/000413XXXXXX (MAC address masked here). I manually changed the provisioning address to https:// with the same URL and it gives 404 instead. Is there some issue or setting with SRAPS that I am missing?
