The 488 "Not Acceptable here" error usually comes back when something isn't aligned between the phone and the PBX: it may be SRTP (which doesn't seem to be your case) or codecs for example, or something related to the ciphers used for encryption
It's hard to tell on the phone's side, a SIP trace would be the place to start debugging this, observing both an incoming call (which is working, with codecs and cipher set by the PBX) and outgoing calls to try and understand what differs
But generally we recommend looking into the PBX for these kind of issues, if the phone just gets the 488 error back it cannot understand what it needs to change to adapt, the PBX should be able to clarify this
